    There is a parameter for "maximum number of active sites" in the ACP properties. Maybe that will achieve what you want?

    Are you talking about candidates being (a) sites that exist but not activated/in use or (b) automatically created new sites.

    If (b), I think the number of automatically created new site candidates depends on the area of the "zone", the "inter-candidate distance", number of sectors and clutter class.

    When I use the automatically created new sites, I try different values for "inter-candidate distance" and see how many new candidates are created. If not happy with the number, I change the "inter-candidate distance". I'm not aware of a more simpler way.
