Is there any standalone tool like PlanEditor for Huawei as well that can parse the Huwei Dump

You can processed this file through CME i think so. Then you can export data through LTE Component.

I have 3G Huawei parameter file as XML for RAN 13 release, can any one share with me the parser for such file please, O need it urgently

CME is best option same thing can achieve by Omstar (Huawei Tool) also it can convert to mml using huawei tool come with old Omstar

The best tool to use would be eRAN FMA (Fault Management Analysis).
However, I could only find UMTS version of the tool.
The tool has some trial period. If anyone can find it, please share.

I asked a colleague who has access to the tool to do it with your file and here is the output in attachment.

FMA and OMStar can be used, offline, to parse XML to Excel. What you need is libraries of the same version as the NodeB/eNB.
